Effective November xx, 2026, The District of Oak Bay has moved to bids&tenders for digital procurement management.

Public Tenders, Request for Proposals, competitive bid documents, addenda and award information are posted on this website.

Oak Bay does not charge any document, project or administration fees to Bidders. In order to submit a bid, Bidders are required to create a Bidding System Vendor Account but are not required to pay an annual subscription fee in order to bid.

Bidding System Vendor Account

This site allows potential Bidders to create a Bidding System Vendor account. After creating an account with bids&tenders, you can select commodity codes for goods and services you supply and the Bidding System will notify you by email of bid opportunities matching your commodity code selection(s).

Bidders are solely responsible for ensuring their Vendor account information is kept current.

For public notice, as required by the Canadian Free Trade Agreement (CFTA), the District of Oak Bay intends to participate in one or more procurements conducted by the following cooperative buying groups:

• Canoe Procurement Group of Canada/Sourcewell
